GENERAL PROVISIONS
Aero Nomad Airlines provides carriage for Persons with Reduced Mobility (PRM) in accordance with the legislation of the Kyrgyz Republic, international civil aviation standards, ICAO and IATA recommendations, and these Conditions of Carriage.
Flight safety is the Airline’s unconditional priority. Each case involving a passenger requiring special assistance is considered individually, taking into account the passenger’s health condition, the technical capabilities of the aircraft, aviation security requirements, and the ability to ensure safe evacuation.
To arrange the required assistance, the passenger or the person arranging the carriage must notify the Airline of any special needs at the time of booking or no later than 48 hours before the scheduled departure time.
Late notification may result in certain services being unavailable.
LIMITATIONS ON CARRIAGE
For the purpose of ensuring flight safety, Aero Nomad Airlines may:
- require prior approval for the carriage of passengers with reduced mobility;
- determine whether a passenger must be accompanied;
- require medical documentation, including a MEDIF form;
- limit the number of passengers in this category accepted on a single flight;
- transfer the passenger to another flight or refuse carriage where the carriage cannot be performed without compromising safety requirements.
The number of passengers with reduced mobility accepted on a particular flight is determined by the Airline based on:
- aircraft type;
- number of cabin crew members;
- ability to ensure safe evacuation;
- number of passengers already requiring special assistance.
CARRIAGE OF STRETCHER PASSENGERS
Aero Nomad Airlines aircraft are not equipped with special restraints and equipment for the carriage of passengers on stretchers.
Accordingly, the Airline does not accept stretcher passengers (STCR) for carriage.
ADDITIONAL SEATS FOR COMFORT
Where a passenger requires additional space for medical or other objective reasons, the passenger may purchase up to three additional passenger seats located within the same seat block.
The provision of additional seats does not exempt the passenger from compliance with safety requirements.
During take-off, landing, and whenever the “Fasten Seat Belt” sign is illuminated, the passenger must:
- remain seated at all times;
- be secured with the standard seat belt;
- occupy a passenger seat only.
During the flight, the passenger must not:
- obstruct aisles between seats;
- create obstacles to evacuation;
- impede the movement of cabin crew members;
- interfere with the service of other passengers.
Passengers in this category may only be seated in seats designated by the Airline.
Seating at emergency exits is not permitted.
CARRIAGE OF PASSENGERS USING WHEELCHAIRS
Prior approval
Passengers using wheelchairs are accepted for carriage subject to prior approval by the Airline.
The need for assistance must be declared at the time of booking or no later than 48 hours before departure.
Airport assistance
Upon advance request, the Airline arranges a request to the airport’s specialized services to provide assistance to the passenger.
Depending on airport capabilities, the following services may be provided:
- assistance through the terminal;
- check-in assistance;
- assistance with pre-flight formalities;
- transportation to the aircraft;
- boarding assistance;
- disembarkation assistance;
- assistance at the airport of arrival.
Note: At certain airports, services for passengers with reduced mobility are provided by specialized airport services on a chargeable basis in accordance with the rules of the respective airport.
Where such services are subject to a charge, the cost is borne by the passenger unless otherwise provided by the legislation of the state in which the service is provided.
Boarding and disembarkation
Boarding and disembarkation of passengers with reduced mobility are performed by specialized airport services upon the Airline’s advance request.
Cabin crew members do not carry passengers by hand, lift passengers, or transfer passengers between a wheelchair and a passenger seat.
Carriage of wheelchairs
A passenger’s own wheelchair is carried free of charge in addition to the applicable checked baggage allowance.
Where necessary, the passenger may use the wheelchair up to the boarding gate.
Powered wheelchairs are accepted for carriage only subject to prior approval by the Airline.
The passenger must provide information on:
- battery type;
- battery power;
- battery capacity;
- method of disconnection;
- technical specifications.
Carriage is permitted only where the applicable international dangerous goods requirements are met.
The Airline may refuse carriage of a wheelchair if its dimensions, weight, or design do not permit safe stowage on board the aircraft.
Note: Aero Nomad Airlines aircraft are not equipped for the use of onboard wheelchairs.
Accompanying person
If a passenger is unable independently to:
- move;
- transfer to a passenger seat;
- use a seat belt;
- understand and follow crew instructions;
- leave the aircraft independently during an evacuation in an emergency;
- attend to personal needs during the flight,
the Airline may require such passenger to travel only with an adult accompanying person.
The accompanying person must remain next to the passenger throughout the flight and provide the necessary assistance.
Cabin crew do not provide personal care services, accompany passengers to the lavatory, feed passengers, or provide medical care, except for first-aid measures provided for by applicable legislation and the Airline’s manuals.
CARRIAGE OF PASSENGERS REQUIRING OXYGEN SUPPORT
Passengers who require oxygen support during the flight for medical reasons are accepted for carriage only subject to prior approval by Aero Nomad Airlines.
The final decision on acceptance for carriage is made by the Airline after reviewing the medical documentation provided and assessing the passenger’s condition, the technical capabilities of the aircraft, and compliance with safety requirements.
Medical documentation
For the Airline to assess the possibility of carriage, the passenger must provide:
- a completed MEDIF medical form;
- a medical certificate from the treating physician confirming fitness for air travel and specifying the need for oxygen support and the conditions of its use;
- any other medical documents requested by the Airline.
The Airline may refuse carriage until a complete set of documents has been received or may request additional information necessary to make a decision.
Use of oxygen on board
Aero Nomad Airlines does not provide medical oxygen on board the aircraft for scheduled oxygen therapy for passengers.
Oxygen equipment installed on board the aircraft is intended exclusively for crew use in an emergency or for providing first aid to passengers and crew members in emergency situations. Such equipment may not be used for a passenger’s planned oxygen support.
The use on board of personal oxygen cylinders, compressed oxygen cylinders, liquid oxygen containers, and other similar devices is prohibited.
Subject to prior approval by the Airline, oxygen pillows may be used where medically indicated and where safety requirements are met.
Use of a Portable Oxygen Concentrator (POC)
A passenger may use a portable oxygen concentrator only with the Airline’s prior written approval.
For approval, the passenger must provide:
- the model and manufacturer of the device;
- technical specifications of the concentrator;
- information on the device’s power supply.
If the concentrator is intended to be connected to the aircraft electrical power supply, the passenger must confirm with the Airline in advance whether such connection is available on the specific aircraft type.
Approval for carriage does not mean that an aircraft electrical power connection will be available on board.
If the concentrator is battery-powered, the passenger must provide in advance information on:
- battery type;
- number of batteries;
- capacity;
- power rating (W);
- manufacturer.
The Airline assesses the carriage of batteries in accordance with the ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air and the IATA Dangerous Goods Regulations.
The concentrator may be used only after confirmation has been received from the Airline.
Passenger accompaniment
When reviewing the medical documentation, the Airline may require the passenger to be accompanied by a physician or another accompanying person capable of providing the necessary assistance during the flight.
The need for accompaniment is determined by the Airline taking into account the recommendations contained in the MEDIF form and the passenger’s health condition.
Release of the Airline from liability
Before carriage begins, the passenger or the passenger’s legal representative must sign a document confirming informed consent to air carriage and releasing Aero Nomad Airlines from liability for any deterioration in health caused by the passenger’s existing medical condition, individual physiological characteristics, or the progression of the condition during air carriage.
Airline’s right to refuse carriage
Aero Nomad Airlines may refuse carriage of a passenger requiring oxygen support or transfer the carriage to another flight where:
- the carriage was not approved in advance;
- the MEDIF form or other required medical documentation has not been provided;
- the passenger’s medical condition does not permit safe air carriage;
- an accompanying person is not present where the Airline has determined that accompaniment is mandatory;
- the use of medical equipment does not comply with safety requirements;
- the carriage may pose a threat to flight safety or to passengers or crew members.
Any such refusal is made solely for flight safety purposes and does not constitute discrimination against the passenger.
