Application for transportation of an unaccompanied child (guarantee)
Unaccompanied minors (UM) may be transported under the supervision of an air carrier between the ages of 7 and 12 years only after the parents, adoptive parents, guardians or custodians have submitted a written application for the carriage of an unaccompanied child, in accordance with the rules of the air carrier. At the request of parents, adoptive parents, guardians or trustees, transportation under the supervision of an air carrier may be provided to children aged 12 to 16 years (recommended).
- The age of an unaccompanied child is determined on the date of commencement of transportation from the airport of departure. An unaccompanied child is accepted for transportation on airline flights only if there is a confirmed airline reservation and a completed Application for the carriage of an unaccompanied child indicating all the data necessary for transportation. Fees may be assessed by the service provider for serving an unaccompanied child at the point of origin/destination.
- Passengers from 7 days to 7 years (under 7 years of age) are not accepted as unaccompanied passengers on airline flights.
- A child 7–12 years old (under 12 years old) is not allowed to travel with a young passenger (YP, 12–18 years old). The unaccompanied minors procedure applies.
- Children aged 12 to 16 years can be transported with notarized permission from both parents, adoptive parents, guardians or trustees to fly independently without an adult or airline supervision. At the request of the parents, the airline can provide escort if all the necessary documents and a completed guarantee document are available.
Carriage of unaccompanied children on domestic flights.
An unaccompanied child is accepted for transportation if:
- air ticket;
- identification document;
- application for transportation of an unaccompanied child (guarantee - drawn up in six copies);
- medical certificate of health status.
Carriage of unaccompanied children on international flights:
An unaccompanied child is accepted for transportation if:
- air ticket;
- identification document (birth certificate, foreign passport and/or visa, if required by the rules of the country of entry);
- application for transportation of an unaccompanied child (guarantee - drawn up in six copies);
- medical certificate of health status.
- notarized consent of both parents, adoptive parents, guardians or trustees for the departure from the Kyrgyz Republic of a minor citizen of the Kyrgyz Republic, indicating the period of departure and the state to which he is leaving.
Conditions for the carriage of unaccompanied children on domestic and international flights:
The air carrier may refuse to transport minor children on international flights in case of non-compliance with the requirements stipulated by the airline's rules, the Aviation Rules of the Kyrgyz Republic and other rules determined by the relevant authorities of the state of departure, destination or transit.
Transportation of a minor passenger under 12 years of age, unaccompanied by adults, must be agreed upon and confirmed by the airline no later than 72 hours before departure. A maximum of 6 unaccompanied children are allowed on one flight. If there are passengers with disabilities on the flight and for safety reasons, the number of unaccompanied children may be reduced by the air carrier.
Transportation of a minor passenger from 12 to 16 years old under the supervision of the airline must also be agreed with the airline 72 hours before departure.
Unaccompanied minors (UM) may travel subject to an Unaccompanied Minor Affidavit (Affidavit for the Carriage of an Unaccompanied Minor) which is completed and signed by the UM parent or legal guardian in one original and five copies and distributed as follows:
- 1 copy original to UM parents
- 2 copies of departure airport
- 3 copy of arrival airport
- 4 copies to cabin crew
- 5 copy airline (must be kept for 2 years)
- 6 copies in the passenger's UM envelope
UM is accompanied to the airport of departure by the parent or guardian specified in the Application for the carriage of an unaccompanied child (guarantee).
The person accompanying the UM to the departure airport provides the agent or service supervisor with all the necessary documents for the trip. Under no circumstances is a UM passenger allowed to wander alone.
UM passengers must be pre-seated and must be handed over to the cabin crew who signs the UM form.
Unaccompanied minors will remain with their guardians until the flight begins boarding. Ground staff will escort minor(s) to the aircraft. He/she personally places the UM under the responsibility of the cabin crew. The guardian must remain at the airport until the plane takes off.
Upon arrival, the UM will be handed over by the cabin crew to ground staff who must sign the UM Form.
UM will only be released to the designated adult listed on the Unaccompanied Child Request for Carriage (Bond) after that person's identity has been verified and a signature transfer of responsibility has been obtained from UM. The obligation of the airport of arrival to hand over the child to the person specified in the Application for the carriage of an unaccompanied child (guarantee obligation). The parent/guardian picking up the child must verify their identity and must sign the form. The ID number must be recorded. The UM form must be kept for a minimum of 3 months at the airport of arrival.
